ORG/JOBS \*\** *Summary:* Under the general direction of the City Engineer, performs project management duties of moderate complexity with responsibility for development, design, permitting, construction, maintenance, and operation of municipal projects and/ or facilities, coordinating, directing, and controlling internal staff and engineering consultant resources to achieve project objectives, and schedule.
Specifically, the Civil Engineer may design multiple projects internally or manage same by means of utilizing consulting firms currently under contract with the City.
*Essential Duties and Responsibilities:* Designs and prepares engineering projects/plans and specifications; estimates project costs, budgets and schedules.
Prepares project specific technical specifications to be used in various City projects.
Administers engineering consultant contracts.
Reviews plans and specifications submitted by consultants for various projects.
Oversees the management of consultant contracts.
Prepares addendums to consultant contracts.
Receives, reviews, prepares, and/or submits a variety of documents such as construction/engineering plans, specifications, bid requests, bid documents, permit applications, billing invoices, change orders, proposals, final reconciliation agreements, contracts, technical reports, proposed budgets, cost estimates, various records, forms, reports, correspondence, etc.
Attends and participates in bid openings; reviews bid submittals; attends preconstruction meetings.
Coordinates traffic related issues between the City and other governmental agencies (County, FDOT) and the general public.
Prepares City Manager memos and agreements for City Commission agendas, special agreements, and various memos, documentation, and reports for City management.
Prepares written correspondence and memos responding to public requests for information.
Monitors and responds to inquiries concerning permit conditions and schedules actions/responses.
Evaluates existing facility and infrastructure systems.
Maintains current knowledge of appropriate professional developments, and appropriate State, Federal, and local rules and regulatory developments.
Responds to inquiries from other departments and the public concerning proposed and current development projects; coordinates with other City Departments relating to matters concerning development projects and City infrastructure improvements.
Confers with local, State, County, and Federal agencies concerning development matters and projects affecting the City.
Monitors construction for the purpose of establishing and maintaining compliance with the Comprehensive Plan goals and objectives, includes coordinating with the design engineers, contractors and staff for the various projects.
Designs a variety of Capital Projects to include, as Engineer, roadway, utility and stormwater infrastructure projects.
Inspects job sites periodically to determine progress and compliance with contracts, specifications, schedules, and standards of quality and safety.
Stamps, marks, and reviews shop drawings.
Meets with regulatory personnel and others as needed to coordinate compliance issues and processes pertinent project permit applications.
Uses computer for word, data processing, computational spreadsheets and computer-aided design; provides work guidance to staff draft-persons.
Operates a variety of equipment such as computers, printers, plotters, copier, fax machine, calculator, telephone, drafting tools, architect’s scale, engineer’s scale, etc.
Provides engineering support to other City departments and to elected City officials.
Provides engineering support information to the public.
Investigates citizens’ complaints and makes recommendations.
Updates standard drawings and specifications.
Represents the City and/or the department by preparing and presenting information to City boards/committees.
Provides technical and policy information and assistance to staff members, other City agencies, the City Commission, City boards/committees and citizens.
Participates in on-call and after-hours duties as assigned.
Must be available for overtime and emergency call-outs when necessary.
Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
Meets attendance requirements.
Promotes positive customer service environment internally and externally.
Performs other job related functions as assigned.
*Supervisory Responsibilities:* None *Education and/or Experience:* Bachelor’s Degree in Engineering with a minimum of four (4) years of progressively responsible experience as an Engineer with emphasis on public works projects.
Must be registered as a Professional Engineer (PE) by the State of Florida or able to sit for and pass the PE exam within 2 years from the date of employment.
A comparable amount of education, training, and/or experience may be substituted for the minimum experience.
*Qualification Requirements:* To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
