Major Functions The County of Volusia is seeking an experienced Planner III/Community Rating System (CRS) Coordinator for the Planning and Development Services Division.
This position is located in DeLand, Florida, and will be responsible for ensuring FEMA compliance of development activities, implementing the County’s floodplain management program, and coordinating assignments for the County’s participation in the FEMA CRS program.
This includes coordinating with multiple county departments and the cities on regulations and best management practices to reduce flood damage to insurable properties in Volusia County via the National Flood Insurance Program (NFIP) Community Rating System.
The position coordinates annual reporting and audits to FEMA, makes recommendations to county management for any potential improvements to the CRS score, and conducts significant outreach with the 16 cities within Volusia County.
The position is within the Land Development Office and supervised by the Land Development Manager.
Other assignments related to Planning or Land Development may be assigned as needed.

) Planner III Compiles all documentation required for FEMA NFIP visits and audits.
Coordinates with county staff to make sure all programs are reported accurately and completely.
Trains staff, cities, homeowners, contractors, etc.
, about FEMA requirements and floodplain management rules.
Performs advanced level of planning duties as described in the Planner III level.
Serves as principal planner for major program areas such as land development, land use, project design, economic development, and/or zoning activity functions.
Supervises one or more junior level Planners, land development assistants, or customer service staff as assigned.
Assists subordinate planners in performing their duties and responsibilities.
Reviews developments for compliance with floodplain management requirements.
Represents Volusia County at various meetings, hearings, and public workshops with a high degree of professionalism and political acumen.
Provides professional planning assistance to various planning boards, elected officials, government officials, cities, and other government agencies.
May review local government plans, developments, or ordinances to determine the impact on county services, facilities, and programs.
Acts as the Land Development Manager in their absence.
Prepares and presents public information/education programs.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
May be assigned to attend meetings, workshops, or public hearings outside of regular business hours with advance notice.
Must adhere to Federal, State, County, and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned.
Minimum Requirements Bachelor’s degree in Planning, Business Administration, Public Administration, or closely related field, and five (5) years of land development or professional planning experience in a public or private planning agency.
-OR- Master's degree in Planning, Business Administration, Public Administration, or closely related field and three (3) years of land development or planning experience in a public or private planning agency.
***Candidates who possess the American Institute of Certified Planners (AICP) certification or Certified Floodplain Manager (CFM) are desirable.
Knowledge, Skills & Abilities Demonstrates knowledge, abilities and skills of the Planner II level.
Demonstrates strong knowledge of Geographic Information Systems, interactive maps, and other geospatial data and tools.
Knowledge of state, county, municipal planning, zoning, and development standards.
Knowledge of the development review process.
Knowledge of legal descriptions.
Knowledge of the Public Land Survey System.
Knowledge of FEMA applications such as CLOMR, LOMR, and LOMC.
Knowledge of the state subdivision regulations.
Ability to demonstrate presentation, organizational, written, and time management skills.
Ability to identify problems and to develop sound public policies, programs, and strategies to implement solutions.
Ability to supervise other planners and land development assistants.
Ability to coordinate plan review with other county staff and outside agencies to oversee their timely completion.
Able to work under stressful conditions.
Able to interact effectively with others and within a team.
Must be able to relocate to other county locations based upon operational needs.
